CAIRO- 30 October 2021: A meeting for Libya’s 5+5 commission (formerly named the 5+5 Libya Joint Military Commission) kicked off in Cairo on Saturday to discuss ways of withdrawal of foreign forces and mercenaries from Libya.
The meeting is being attended by UN Special Envoy on Libya and Head of the United Nations Support Mission in Libya (UNSMIL) Ján Kubiš of Slovakia. The meeting also will tackle ways of supporting political solutions in Libya.
The meeting is being held ahead of the presidential and parliamentary elections, which are scheduled to be held on December 24, according to the UN roadmap.
Ten days ago, Egyptian Minister of Foreign Affairs Sameh Shokry proposed four measures that can be approved by participants to ensure elections are held on time in December. First: Designating the tools of the implementation and observation of the withdrawal of foreign forces, mercenaries, and foreign militants within a clear time frame.
Second: Implementing all the articles of the ceasefire agreement, including freezing all military agreements.
Third: Setting suitable programs for the disarmament of members of armed groups, and the rehabilitation of those who can be reintegrated into society.
Fourth: The international community has to assume its role in ensuring that parties, that want to abandon its commitments and go around international resolutions pertinent to holding elections and the withdrawal of foreign forces and mercenaries, are assuming their responsibilities, and are held accountable if they do not.
