Statement of the Egyptian Committee on Libya, chaired by Lieutenant General/ Mahmoud Hegazy, on efforts to unify the Libyan Military Institution

In line with the continued efforts exerted by the Arab Republic of Egypt to bring an end to the state of division, and to unify the Libyan Military Institution, and in tribute to the sacrifices of the founding fathers of the Libyan Army, the members of the Libyan Military Institution chose the Arab Republic of Egypt as the starting place for the re-organization of the Libyan Army, as it was the starting place for the establishment thereof.

 

The Egyptian Committee on Libya, chaired by Lieutenant General/ Mahmoud Hegazy, the Chief of Staff of the Egyptian Armed Forces, received a delegation from the two Libyan military communication committees, on 18 September in Cairo.

 

The Libyan military officers attending the meeting discussed at length all phases of the crisis the Military Institution in Libya has faced, as well as the problems that hindered its cohesion and unity over the past seven years.

 

The Libyan military officers attending the meeting underline a number of principles and steadfast national precepts – as follows:

 

1-    The unity, sovereignty, security and territorial integrity of Libya, while stressing the sanctity of the Libyan blood, and enhancing the inclusive national reconciliation, without being dragged into the quagmire of differences between the regions in Libya.

 

2-    The commitment to building a modern and civil democratic state, that is premised on the principles of the peaceful transfer of power, consensus, accepting one another and the rejection of all forms of marginalization and exclusion of any Libyan party.

 

3-    Working on the unity of the Libyan Military Institution, and the responsibility of the Libyan Army for maintaining the security and sovereignty of the state, and for combating all forms of extremism and terrorism, as well as the rejection of all kinds of foreign interference in Libyan affairs.

 

4-  Emphasizing the professionalism and nationality of the Libyan Military Institution, and enhancing its capabilities, while keeping it away from any form of intellectual, ideological and regional conflicts, as well as from political disputes. All parties also vow to unity the efforts of the Military institution, through the consensual work of its members, within a single national framework.

 

After addressing the different concerns that have impaired efforts to unify the Military Institution, and discussing various thoughts and solutions, with a view to launch a new phase along the path to unifying the Military Institution, the attendees agree to form joint technical committees to review mechanisms to unify the Institution, and to study all concerns that support the achievement of this objective. These committees shall hold their meetings in Cairo in the near future, so as to move forward with the discussion of the relevant technical details in this regards. The attendees also agree on the need not to take provocative measures in the upcoming period, which can have negative impacts on these efforts, except with respect to combating terrorism.

 

The attendees agree on the importance of supporting the security track, in parallel with the political track, as the cornerstone for the stability of the Libyan State. They also call upon the international community to support this track without interfering or imposing a selective approach. The members of the Military Institution shall carry out their duties in restoring the aspired cohesion of the institution.

 

The Libyan military officers attending the meeting urge the Libyan people to support this consensual effort, which aim to help expedite stability in Libya. They also appeal to the Libyan national media outlets to undertake their professional and ethical responsibility, so as to serve the objective of unifying the Military institution, avoid all forms of discord and provocation, and help garner wider consensus among the military officers, in order to unify the Libyan Military Institution.
